The U.S. would have been woefully short of pilots in World War II were it not for the leadership and foresight of Robert Hinckley. Hinckley headed up the Civil Aeronautics Authority and was responsible for starting the Civilian Pilot Training Program which trained more than 98,000 pilots by 1942.
