QUESTION: When do you believe it’s appropriate to raise property taxes?

JIM BRADLEY: Salt Lake County has not raised the general property tax levy in 12 years. During the recession we cut services, cut employee salaries and benefits, and in 2012 we operate on a budget that is $150 million less than the budget of 2008. All of this was accomplished while maintaining our AAA rating from all three financial rating agencies. Out of the 3,143 counties nationwide, Salt Lake County is one of 30 that can boast a AAA rating from all three agencies. Salt Lake County is clearly a local government leader and one of the most fiscally strong. Our high credit rating is also testament to the fact that we have only incurred debt against 12% of our total borrowing capacity. Nonetheless, if public safety and the security of our citizens are jeopardized, we may need to raise property taxes. A full 70% of the County’s general fund budget is dedicated to the jail and related criminal justice services. Based on our actions over the past several budget years, I cannot put citizens who depend upon critical human services such as aging, mental health, substance abuse etc. in harm’s way. Finally, I cannot ask our employees to endure further cuts to pay.
